Listeria monocytogenes is a foodborne bacterium. It is a characteristic of Listeria that it can survive and grow in contaminated foods stored at refrigerator temperatures, and so foods such as deli or deli-style meat products which are not marketed to be reheated, or hot dogs which a percentage of the American population will sometimes consume straight from the package without reheating, are higher risk foods.

The “risk” associated with a particular food product can be variously calculated, such as on a “per serving” basis, or on a “per annum” basis, with the products making any particular "high risk" list dependent upon how the author defines the “risk.” Unpasteurized milk is a high risk product on a “per serving” basis, but a low risk product on a “per annum” basis given that only half the states permit the sale of unpasteurized milk and in those states less than 1 percent of the milk consumed is unpasteurized. Deli and deli style meat products are high risk foods both on a “per serving” and “per annum” basis. They may become contaminated in food processing, slicing, or packaging, they are commonly kept in refrigerators for longer periods of time both before and after purchase. Listeria can survive at temperatures well below freezing and will grow at common household refrigerator temperatures, indeed the bacterium grows best between 0 degrees and 50 degrees Fahrenheit. Deli and deli-style meats and poultry products are not commonly reheated prior to consumption, so that the Listeria bacteria are not killed before the food product is consumed. But Listeria can also be found in vegetable products and it is possible to contract Listeriosis from any contaminated food product which is not heated or reheated to temperatures sufficient to kill the bacteria.

The high risk human populations more likely to suffer serious disease resulting from Listeria exposure include the immune compromised, such as AIDS patients, individuals who have received transplants, cancer patients and those who have taken steroids such as prednisone and cortisone, young children, the elderly, pregnant woman and their newborns. Adults with healthy immune systems are less likely to contract serious disease following Listeria exposure.
